Gentlemen:

I have reviewed your responses to my letter of August 28, 2000. While I appreciate your information, I found that the following issues were not addressed:

·         Use: Your responses did not discuss whether the playfield would be accessible during or after school hours by non-approved users. Please indicate whether this access will be allowed and under what rules. If not, how will it be prevented?

·         Safety: Installation of a landscape border along the north property line would not seem to be adequate for protecting against fly balls and other hazards, especially considering that the district has installed a much higher fence along all other borders of the field, including the west side where a landscape buffer is also planned. Please indicate what the district or the city plans to assure protection against fly balls, whether through specific plantings in the landscape buffer or new fencing on the north property line.

As for the landscape buffer, what does "at the end of the project" mean in terms of an installation date? Particularly for safety reasons, no use of the field should be permitted until at least the landscape buffer is installed.

Finally, I did not receive a copy of the detailed plans for the landscape buffer, as I requested.

·         Parking: No response was given to my request for information about any signage the district or the city will install on the school property and on nearby streets such as Third Place South to direct playfield users to the 68th Street entrance and parking lot. Given that  the informal entrances to the field will remain open, I feel signage is necessary to prevent large numbers of after-hour users from parking on these streets because they provide close and easy access to the field.

According to your response, the use of the playfield will not differ substantially from that of the past. Since I moved here in 1992, usage has been only by very small groups for soccer and softball practice, for only 1 or 2 days a week and only a few weeks during the fall and spring seasons. This is the expectation against which I will monitor new use of the field.

As you instructed, I will request the following items from the Lakeview principal:

·         Information on what neighbors can expect in terms of regular school use and details on which groups have been approved for after-school use, including permitted hours and activities.

·         Information on planned backstops and other equipment.

Once the playfield is opened, I will monitor, document, and report the following:

·         Parking on Third Place South by field users.

·         Use by groups or individuals outside of the hours designated in permits.

·         Sand erosion, dust and surface water incursion onto our property.

·         Stray balls, trash and other items that land on our property and trespass by field users to collect those items or in attempt to access the playfield.

Finally, what is the date when you expect the field to be opened for use by the school and community groups?

As before, I will expect a response from at each of you to items that are specific to your area of responsibility.
