The meeting was called to order
by Dan Krehbiel. The first to speak
was Kari Page, Kirkland’s Neighborhood Services Coordinator.
Kari reported that she was able to get meeting space for us for Jan 6,
Mar 2 , April 6, June 1, July 6 and Aug 3.
She couldn’t get Thursday meeting times for us in Feb and May.
Kari also spoke of programs for communities.
-Nov
17 there will be a meeting at City Hall to discuss the Mar 4 Conference 2000.
Kari also asked if any present were interested in going to the Mar 4 conference. Dan mentioned that he would be and Mark Eliasen asked Kari if
she could get more detailed info on what would be the topics at the conference.
Kari also mentioned the Capital Improvement Program for the year 2000.
-What
projects we might like to see funded by the program were discussed and what time
frame we would like to receive the funds. Most
thought a 3 year period was better than a 2 year.
Dan Krehbiel spoke on the Vista Plaza Appeal.
-The association won the appeal with the City Council concerning the number of parking stalls that would be allowed in a visitor lot with access to 7th Ave. S. Max Gurvich had not filed an appeal of that decision as of the date of our meeting.
-Dan felt that we gained respect as an organization with our handling of the Vista Plaza issue.
-Dan
mentioned that a traffic study has been completed on 5th, 6th,
and 7th Ave. S. and that 7th Ave S had qualified for speed
bumps, and 5th and 6th had not had sufficient traffic to
qualify. It was suggested that we
try to get a traffic person from the City to attend one of our meetings.
Ellen McMahon spoke on the
master plan commission. The next
meeting was scheduled for Nov 18.
Mark Eliasen talked about the
Lakeview School project and showed the current city plans for the property. Members seemed to approve of the plans in general.
Ellen McMahon and Trudy Goldkamp had been involved in the planning of the
project. Some concerns were voiced
voiced about traffic on State Street and drainage in the playground area.
There will be a public
meeting held by the school district at Lakeview school
on Dec 2 concerning the project.
Dan had spoken with Ms.
Lieberman-Brill form the City on zoning situation on State St.
The rezone that we had been questioning is mostly a project to make the
zoning code agree with the comprehensive plan, and shouldn’t be a major
concern for us.
The web page for the
association is being handled by Don Winters and should be up and running by the
end of the year. We have a lot of
volunteer help and things are moving along very well.
Kari Page is facilitating this for the City.
The next KAN meeting was scheduled for Nov 10.
